Hiring: FEMA Public Assistance & Disaster Recovery Consultant

Location: Carmel, Indiana
Work Arrangement: Not specifically stated in the RFP; project-based support with availability as required by the City
Contract: Initial 1-year term , with optional one-year extensions.

The City of Carmel is seeking an experienced FEMA Public Assistance & Disaster Recovery Consultant to support disaster recovery operations, FEMA grant administration, Project Worksheets, reimbursement, regulatory compliance, audits, appeals, and grant closeout.

Key Responsibilities:

✔ Manage and provide advisory support for the FEMA Public Assistance (PA) Program .

✔ Prepare and manage FEMA Project Worksheets , cost categorization, eligibility documentation, and reimbursement requests.

✔ Support grant applications, administration, financial controls, management costs, and grant closeout.

✔ Ensure compliance with FEMA requirements, 2 CFR Part 200, State of Indiana requirements , and applicable regulations.

✔ Track FEMA-eligible costs and Category Z management costs , including labor, expenses, invoices, and supporting documentation.

✔ Assist with FEMA and State deadlines, correspondence, final inspections, audits, and documentation.

✔ Provide procurement compliance advice and develop compliant procurement strategies.

✔ Support FEMA appeals, arbitration, and dispute resolution .

✔ Assist with hazard mitigation proposals, alternate/improved projects, and long-term disaster recovery planning.

✔ Coordinate recovery funding involving FEMA, IDHA, IOCRA, HUD, insurance, and other funding programs .

✔ Support data management, systems integration, reporting, and as-needed construction management advisory services.

Required Experience:

✅ Minimum 5+ years of continuous experience providing FEMA Public Assistance grant-management consulting services to municipal or local government clients.

✅ Experience with Project Worksheet formulation, cost categorization, eligibility determinations, appeals, audits, final inspections, and grant closeout .

✅ Experience recovering and documenting Category Z management costs .

✅ Strong knowledge of 2 CFR Part 200 and Appendix II procurement requirements.

✅ Experience coordinating multiple federal/state disaster-recovery funding programs.

✅ Project Manager with direct experience managing FEMA PA engagements for municipal clients.

✅ Experience in grants financial administration, procurement compliance, and FEMA appeals strategy.

✅ Active SAM.gov registration and Unique Entity Identifier (UEI) at the firm level, as required by the RFP.

Preferred Background:

⭐ Municipal or local-government FEMA Public Assistance experience.

⭐ Experience with FEMA, IDHA, IOCRA, and HUD funding programs.

⭐ Experience with disaster recovery planning, hazard mitigation, and funding maximization.

⭐ Indiana or Midwest municipal disaster-recovery experience is preferred for comparable project references.

Ideal Candidate:

An experienced FEMA Public Assistance and Disaster Recovery professional with expertise in grant management, Project Worksheets, Category Z costs, FEMA reimbursement, procurement compliance, audits, appeals, and municipal disaster recovery.
